Principles of e-Democracy
We propose these principles to
serve as beacons to keep e-government activities on course toward
democratic goals when intensive work and inevitable conflicts threaten to
make us lose our way in the smoke of daily battles. Some of the
activities named in these principles have a logical sequence in time.

Develop
a strategy and
priorities
Create new
programs when gaps in existing ones are discovered which make it
impossible to meet strategic objectives
Launch
new programs with pilot projects
before rolling them out
Build on
existing successful programs
Integrate
horizontally (at each level of
government) and vertically (between levels in a federal system)
